Be sure you have tried to access the websites directly by their IP addresses.

Quick fix 1: use web proxys

9 proxies for Libgen
3 proxies for Libgen
More ways to find proxies but also to create mirrors or download the database for yourself

Quick fix 2: use Tor network 

Download Tor browser and check the sci-hub  webpages through the browser. Be sure to request an identity that does not go through countries that forbid sci-hub (like the UK).

Quick fix 3: use custom DNS

If your access to Sci-hub is blocked by the Internet Service Provider (when it resolves the DNS), you can bypass it and customize your DNS instead. It is easy to configure with this video for Windows or here for mac. I recommend using OpenDNS:
Primary: 208.67.222.222
Secondary: 208.67.220.220
Preferred IPv6: 2620:0:ccc::2
Alternate IPv6: 2620:0:ccd::2
Then you should be able to access sci-hub here or there.

of course it is, and to understand, I recommend to read the following writings

Does scientific knowledge fall under intellectual property laws?

Under section 107 of the U.S. Copyright Act of 1976, the fair use of a copyrighted work is not copyright infringement. It includes reproductions for purposes such as “criticism, comment, news reporting, teaching (including multiple copies for classroom use), scholarship, or research." So we should be able to access sci-hub legally, provided we access it for research purposes, which could be made clear by putting a disclaimer to grant access to sci-hub.

So far, courts have been interpreting the "fair use case" differently, condemning Sci-Hub. Many intellectuals argue that science should be public and therefore free of intellectual property, at least for the matter of diffusion of the knowledge. Some authors advocate for civil disobedience: e.g. the Guerilla Open Access Manifesto (the author, Aaron Swartz, faced so much legal retaliation that he commited suicide).

What else can I do?

  1. Decide not to review abusive journals and sign the petition: The Cost of Knowledge
  2. Check whether a journal is green in the SHERPA/RoMEO base before submitting, editing or reviewing
  3. Share your own articles on public repositories (see list above)
  4. Avoid Open Access predatory journals. Beall's controversy list references those journals and is archived here (it was suddenly closed in 2017, potentially after OMICS publisher threatened for a 1$-billion lawsuit / see also this).
  5. Download various encyclopedic series to preserve them
